Manifest

A regulator-required document accompanying every transfer of regulated cannabis between two licensed facilities — listing the driver, vehicle, route, items, and METRC package tags being moved.

What a manifest is

A transport manifest is the document that authorizes and records the movement of regulated cannabis between two licensed facilities. Every state that uses METRC (and most states that don't) require a manifest to be created in the track-and-trace system before product leaves the originating facility, and the physical document — or its digital equivalent — must travel with the product.

What a manifest must include

  • The originating and receiving licensee names, license numbers, and addresses
  • The driver's name and ID, and the vehicle's make, model, and plate
  • Departure and estimated arrival times
  • Route (in some states)
  • A complete list of items, package tags, weights, and unit counts
  • Signatures or system acknowledgments at pickup and delivery

Why it matters to compliance

Manifests are the most-checked document in roadside cannabis stops and at receiving inspections. Discrepancies — wrong driver, wrong vehicle, route deviation, missing packages, weights that don't match — are common violations with real fine exposure and, in some cases, license consequences.

Receiving SOPs that require a manifest verification step on every inbound transfer, paired with retention of the signed manifest in the document vault, are the practical defense.
